I want to open version 2015 FMW workbench file in 2019 version. Is backward compatibility will support?

Yes, FME is backwards compatible, no problem.

In some cases you may also want to upgrade transformers to a more recent version, either to profit from performance improvements or new functionality: https://docs.safe.com/fme/html/FME_Desktop_Documentation/FME_Workbench/Workbench/Working_With_Transformer_Versions.htm
