Safe has published a very thorough troubleshooting guide for the floating license server here:
https://community.safe.com/s/article/floating-license-troubleshooting
I highly recommend starting out there, it covers the most important aspects.
You may also want to consider overriding the default port range, some firewalls have an easier time with a fixed port:
https://docs.safe.com/fme/html/FME_Desktop_Documentation/FME_Desktop_Admin_Guide/FMEInstallation/Specifying_Floating_License_Server_Ports.htm
Hi Team , I tried with assigning port number in license file as below but its not able to up the server as error Port is not reachable in license file.
SERVER servername 000c290de0df 27001
VENDOR safe PORT=1700
Is this correct way to define port number in license file?
We have tested on the below test cases to float the license from FME Server Machine .
a)17.76.43.109(Static IP) to 17.76.xx
b)17.76.43.109(Static IP) to VPN
As we are able to install the FME application , up the server but was not successful in floating the license in any of the above cases.
Below is diagnostic details.

Hi David,
It's also not working for me. License is up on server machine , but when we are trying to floating the license on client machine, it's not working.
SERVER servername 000c290de0df
VENDOR safe PORT=1700
From FME Desktop connect to that specific port when specifying the license server, I used as below
servername:1700
All port are open in server machine.
020-09-25 00:34:04 The FME license has failed, so FME will now attempt some diagnostics for the floating license
