How to connect fme server to the network drive?

You'll have to make sure that the services are running as a domain user with appropriate network permissions, see https://docs.safe.com/fme/html/FME_Server_Documentation/AdminGuide/Running_FME_Server_Engines_Under_Different_Account.htm

On Windows, the default service account has no access to any network resource.

Are you meaning through the Resources page? The Windows user account that runs FME needs to have appropriate access to that location
