Actually, we already have a registered license on a Windows Server 2012, but our infrastructure team needs to update the server for Windows 2016 or 2019.

We have not tested this configuration, but it is possible that FME 2013 could run on Windows Server 2016/19. FME 2013 came out well before either of those OS so we have not performed testing with this setup. Just for fun, one of our partners @Raghavendran S even got FME 2000 running on Windows 10 (shared in the comments of this post). Of course, if you can test this configuration before upgrading your production machine, that would be best.
It's also worth noting that FME 2013 is a retired release as it is more than 4 years prior to the current annual release, this means that it is out of the scope of technical and software support. For more details on our support policy on versions, please see our page here. Now might be a great time to upgrade to the latest and greatest features in FME 2020!
