Can not see 'Register Service' when publishing workspace to server

My co-worker doesn’t see the popup 'Register Service' whenever they publish a workspace to FME server. I generally see one and the service ‘Job Submitter’ is ticked. Does my co-worker need this to run their workspace on the server?
