FME does not have a native connector or reader for Power BI. You can perhaps make use of this FME Hub transformer https://hub.safe.com/publishers/safe-lab/web-connections/microsoft-power-bi
This web connection was based on this blog and adapted for FME.You will need to register an app in Azure to get the client ID and secret.
