How to generate raster 3D

I assume that the raster you send represent the Z value of each pixel, the 3D representation that you see is only symbology based on the pixel value. What you have to do is open QGIS or ArcPro and play with the symbology. But there seem to be huge value jump in your Raster.

First take a look at your Geotiff or Cloud Optimized Geotiff using FME Data Inspector 

You will see the band details and the extents in the information pane on the right side.

The geotiff is a single band and the output you desire appears to be thematic one based on probably the Band 0 values.

I brought a Bing map for the background maps in FME Data Inspector and I could see that the thematic output you are looking for creating using FME requires color coding the Band 0 value.

This can be done in several ways using FME.

But for that you will need to first workout or get the RGB color values for different ranges of the Band 0 values in your raster data.
