I Have a building with itiff textured polygons. I want to convert that file in to citygml lod 2 format. Anyone please guide me. I am new to this FME.

Well you're certainly jumping in with both feet first The key to writing CityGML is setting the proper traits and attributes. This article shows how to do that while writing LOD 2 CityGML: https://safesoftware.cloud.answerhub.com/articles/...
The example above uses IFC as a source. In your DGN, if you have single features representing buildings already you should be able to ignore the part about creating the mesh.
