I'm unsure about why ArcGIS 10.8.2 hasn't been mentioned in Notes on FME and Esri Versions and Compatibility. I found some information that suggests that ArcGIS 10.8.2 was released as a minor release and the updates it includes should not affect the current FME requirement of FME 2019.1.2 or higher. Thanks for pointing this out to us!
