Is it possible, in a translation of GIS to DWG, to insert attributed blocks and fill in its fields?

I would suggest reviewing Give Your DWG Some Style: Using the DWGStyler, template files, blocks and more: https://knowledge.safe.com/articles/29869/working-with-the-dwgstyler.html. In the article, example four details how to use the DWGStyler transformer tool to create blocks (with a template file).
