I don't think so.
According to this article, FME added support for ArcGIS 10.2 in FME 2013 SP3.

Hi Jim,
Takashi is correct in that we did release FME 2013 SP3 specifically for ArcGIS 10.2 and it has been thoroughly tested and linked with the ArcGIS 10.2 APIs.
However there are no known compatibility issues with FME 2012 SP3 and higher and ArcGIS 10.2 and many of us here are running such combinations.
If you do find any issues with the earlier builds of FME and ArcGIS 10.2 we would be interested to know about them. http://www.safe.com/supportrequest
