It failes at point Method 2: XML> 2. Fragment XML
Any idea why it does not work. I have not changed any of the settings in that workbench

Can’t reproduce your error. I downloaded and ran the workspace as is without any issues in FME 2021, 2023 and 2025.
2024.2 gives me no issues. I see you use 2024.0. Not sure this is the issue, but in general I would not advise to use .0 versions for production work.
what should the text look like in HMLToHTML Converter?
It looks like there is a bug in FME 2024.0. I have run the same workbench with older version and all workded as expected
