For context see this Esri FAQ: https://support.esri.com/en/technical-article/000019305

In the article, Esri plans to require TLS 1.2 connections for ArcGIS Online services starting in February 2019.

FME has supported TLS 1.2-based connections to ArcGIS Online starting with FME 2015.1.1. This applies to workspaces run with FME Desktop, FME Server or FME Cloud.

If you are using a version of FME previous to FME 2015.1.1 to interact with ArcGIS Online, you may not be able to access the service. The simplest fix is to upgrade FME to a newer version which will correct this issue. Please contact us if you are still running into any problems after the upgrade.
