Dose FME require Arcgis Pro or Server in order to be able to write in file geodatabase?

I believe you can use the Gdb Open API writer to write to gdb without license.
I know there are differences but not sure which.

It says you don't have an Advanced ArcObjects licence. Or that you don't have a 64bit one.
Try 32bit FME if it's the second case.
