DGNStyler / DGN Writer not recognizing cell '1'

Hi ​@AliAtSafe  I am having same problem as the one described. The Cell Name CR is not being recognized although it is available in Cell Library. 

Since the data is confidential, I cannot attach here but can send an email to you.

DESIGN WRITER: Cell with the name 'CR' could not be found in the cell library provided. Feature is being skipped.…

The issue is between FME 2018 to FME 2024

Howdy, I raised support ticket through reseller with action of FMEENGINE-86066 from Safe. As a workaround I asked CAD officers to supply a cel file with just the problem symbol by itself. This was added to the existing cel files to load and it solved the issue.

Sorry I did not comprehend the resolution completely 
​@AliAtSafe ​@rlacey It seems that a cell file with just the problem symbol fixed the issue. Unfortunately, the work around to split problematic cell file would be too onerous.
