DGN(V8) Writer, bug?

is there a way that i can fan out by feature type on the DGN(V8) writer without providing a 'Feature Type Name:'? I have a seed file which has layer 0,1,2,3 - 256 etc, these are stored as attributes called 'CAD_Layer', using desktop 2012
