That would depend on the structure of your Collada data, and what LOD you are aiming for in CityGML.
Do you have a single part per building, or separate parts for roofs, walls, doors, etc?
The simplest conversion to do would be to aggregate all the parts of a single building together, then write to the Building feature type in CityGML.
