Can a build a workflow that will read a kml or kmz file and output a feature service layer to a specified folder in ArcGIS Online?

I'd also like to be able to analyze and set properties for the feature symbology.

Yes, you should be able to write a KML file to an ArcGIS Online layer via FME.
