I try to convert a stormwater AutoCAD file into ArcGIS feature classes. How can I identify the flow direction. i.e. for a pipeline, which side is upstream or downstream?

Little bit confused with your question. If the autocad file had a specific direction, then the ArcGIS file would keep that direction. You would just need to symbolise the featureclass in the ArcMap, so that you can see it.

Or are you wanting to know the direction it is going? e.g. 95°. If so, you can get an angle of the line using the label transformers (adds an attribute with a label angle and another attribute with the feature angle) and then assign that to a ArcGIS attribute.

If you are have a particular need to show specific details or attributes within the Stormwater (e.g. The Z value of the pipe at upstream or downstream, or the assets at each end etc etc) then I would start using the coordinate extractor to pull out the upstream (0) and the downstream (-1) position and go on down any path you like.
