I wanted to confirm that the unit of measuring time while using ArcGIS Online Router (Total_TravelTime in Routes) is minutes.

According to the API the TotalTravelTime is in minutes indeed. You can find it at 'Accessing results' under the Parameter 'routesLayer' on the second half of the page.
