WINDOWS server 2012 R2, 64 bit machine is compatible with FME 2011 SP4( 20110829-Build 6538 -WIN 64)?

Use the 64bit Oracle client. Probably install the client that is compatible with your Oracle database. FME should be compatible with that.

FME has mentioned that FME 2011 is not supported for Windows Server 2012 R2 does this mean any issues will not be supported by FME or FME 2011 is not compatible with Windows server 2012 r2.

FME 2011 is no longer under support and is considered a retired release. Our current release (as off 2019-04-24) is FME 2019.0
