Intermittant ESRI licensing error in FME 2026

I have just migrated my FME Flow installation to 2026.1.1.  I have ArcGIS Pro installed on the server.  I am having a strange issue with workbenches failing due to licensing.  I have multiple workbenches which use ESRI geodatabases and are scheduled to run repeatedly 24/7.  At least one of them fails intermittently due to:

Unable to perform any licensing related tasks. Please check your Esri ArcGIS Compatibility workspace parameter, found in Navigator -> Workspace Parameters -> Spatial. This 64-bit version of FME requires ArcGIS Desktop along with 64-bit Background Geoprocessing; ArcGIS Pro; or ArcGIS Enterprise. Refer to this this article http://fme.ly/qua for more details

The compatibility parameter in the workbench is set to ArcGIS Server/ArcGIS Pro. It will run successfully 3 times, then fail twice. No pattern to the failures.  How can a licensing issue be intermittent?  I have multiple other workbenches using esri licenses that run successfully.

Has anyone seen this before?

Hi ​@swach,

Sorry to hear that you’ve run into this issue! Unfortunately, due to Esri’s licensing restrictions, FME Flow cannot be used in conjunction with ArcGIS Pro. ArcGIS Server must be installed/licensed alongside FME Flow for Esri licensing tasks. Please see this article for more information: Using FME Flow with Esri ArcGIS Software.

Additionally, make sure that the version of ArcGIS Server you install is compatible with your FME Flow version based on our compatibility matrix here.

I apologize for any inconvenience that this might be causing. Unfortunately, it’s hard to troubleshoot what might be causing this issue until the proper licensing is in place. If you continue to run into issues though, please let me know, or feel free to submit a support ticket with us!
