Hello,
We want to transfer the license server to a new one.
Now FME 2104 2015 and 2017 are working fine but the FME 2016 have an license issue.
What could be the problem ??

Generally speaking there is no good reason why FME 2016 shouldn't work in your case. I suspect a connection problem (firewall, etc).

In addition to what @david_r said, if the problems persist I'd recommend getting in touch with either your VAR's or Safe's support team. The structure of the floating license file has changed a bit a while ago, but I wouldn't expect that only FME 2016 should fail to get a license.
