I understand that the license server will check the licenses back in if it loses contact with the client, but will the client continue to function with its already checked-out license, or having lost the connection to the license server does it stop working until it has a valid connection to the license server again?

I think the desktop version of FME will still work if you have it open but you will not be able to run a Workbench. The run button will be greyed out until the connection to the license server is reestablished

In addition to that, you won't be able to add readers/writer (that require a schema to be read) as that workflow does cause FME to run to read the schema (in the background)

Is this a similar case for server / engines if they are using a floating license and the license manager is unavailable to them? the context of these questions is basically justification for three license server machines to provide high availability and/or running FME server with fixed licenses for the engines.

FME Server doesn't use a license server like desktop does. You can either have an offline license (standard engines only) or an "online" licesne that has both standard and dynamic engines - the later calls home to Safe - https://community.safe.com/s/article/fme-server-licensing-walk-through

 

Desktop uses FlexLM as the license managed, looking online it does seem you can setup HA for FlexLM, but you may need to work with Safe or you local distributor to get it up and working
