On Download area (https://www.safe.com/support/downloads/#past-versions), there are only the Build 21635 and the Build 21627.

@webservicessia I have put FME Desktop 2021.1.3.0 (20211002 - Build 21631 - WIN64) on our ftp site at ftp.safe.com/outgoing.

I've had luck in the past altering the existing url to match the version/build that i'm looking for
2021.1.3 Build 21635 (current)
https://downloads.safe.com/fme/2021/fme-desktop-2021.1.3.1-b21635-win-x64.exe
2021.1.3 Build 21631
https://downloads.safe.com/fme/2021/fme-desktop-2021.1.3-b21631-win-x64.exe
notice how the release of the current one is 2021.1.3.1 for 2021.1.3.0 the url excludes the '.0' part
