I polled the team here and I think you are right, no article exists specifically about licensing the FME ArcGIS Data Interop Edition.
I guess the keys things that it would reference would be
1) Make sure you have FME Desktop and ArcGIS installed on the same machine
2) Make sure you have the Esri Data interoperability extension licensed - we would direct people to Esri for this ( I found this document -

3) License FME Desktop using standard licensing safe.com/desktoplicensing
4) Optional - extend FME into ArcGIS

What say you? Would this cover what you/your client are/is looking for?
