Changes to Linux Support in FME 2020

Safe Software is planning to drop native support for Ubuntu 16.04 and Debian 9 in FME 2020.0. Ubuntu 18.04 is already supported and Debian 10 support will be added. FME Server for Docker will continue to run on all Linux variants that support Docker.
