I downloaded the workspace from the FME knowledge base, and I don't exactly know how to use it.

It also states at the bottom:
NB: By the time you read this there may already be a Workbench transformer to do this task. Just remember you saw it here first!
So I would use the DecimalDegreesCalculator transformer.
