Totally new to FME but at a previous company I worked at I heard that you can annotate models with text. We are working on a project which requires profiles to be annotated with specific names at given coordinates. Would it be possible to create a workflow to add text annotations to the profiles / how would I go about it?

Welcome to the Community! We have an awesome DGN Transformation tutorial series that should help with this sort of task. Each article comes with a step by step guide and template workspaces to help simplify things.
In particular, I think the Writing Microstation (DGN) Text Nodes with FME and Writing Microstation (DGN) Tags with FME articles will be the most helpful for how to create and write text features. Additionally, the MicroStation Text Styles in FME article helpful as it is a great intro to the DGNStyler transformer which is helpful for styling features.
