Hi All,

Is it possible to write an AutoCAD Layer to a DWG File with no geometry, so that it acts as a placeholder for the end user before starting the digitization process?

Yes!

You can just add a Creator transformer creating a null geometry and then connect it to a writer feature and it will create an empty layer with the name of your choice (hard coded or from an attribute)

Yes!
