I'd also suggest getting an existing workspace that uses Oracle and opening it in workbench and running it. That will cause the FME command line engine to try to load up the Oracle libraries and you may see more diagnostic information in the log window rolling by that could help you diagnose the problem.
But in terms of behind the scenes -- we just try to load up the Oracle client library DLLs and move on from there. So something with that configuration is causing you trouble. (I'd also review https://knowledge.safe.com/articles/204/why-are-my-oracle-formats-greyed-out-in-the-format.html as well)
