I have a writer which writes a GDB at specified path. This writer has user input parameter as GDB name. When user specifies the GDB name in Arabic it gives me jargon

According to the Advanced training material, if you use a Text (Multiline) parameter instead of a Text one it should allow encoded characters. The sample shown in the manual is Chinese but I would imagine Arabic would work too.
