I understand that under the Tools menu there is an "Edit Header" option – but this is done per workspace. Is there any way to set a default Workspace Header so I can always have my favourite settings on each new workspace I author?

If you edit the header of a workspace, then save the workspace as a Template, any time you create a new workspace using that template, it will start with the header of your original workspace. This isn't exactly setting a default header, but it at least gives you a way to reuse an already edited header.
