DWG Paper Space and Model Space Standards

Hello All,

I am seeking some advice on how other organisations have tackled Paper Space and Model Space validation from an incoming DWG.

We are trying to come up with some drawing standards that will facilitate a cleaner / easier validation of the data and presentation of the drawing.

We are suggesting that all elements be drawn in model space so that we can validate text labels against the actual line angles and distances. But the drafters need to use viewports in paperspace to generate enlargements of certain parts of the data and we need to validate that the data in the viewports is correct.

Do any other organisations have standards on how drawings should be put together in both model and paper space so that data and presentation elements can be validated simply?
