The open data from the Saskatchewan government is in CSRS.UTM-13N - (NAD83) which is in the FME list of coordinate systems however it does not plot properly in reference to the Bing satellite background. I also tried to reprojector but get an error about not n=being able to create reprojector engine. Any ideas?

When using a background map the data will be reprojected to the background map coordinate system, if this is not correctly done I suggest you open a support case at: https://www.safe.com/support
