Parallel processing doesn't start

Last week I had to reinstall Windows 10 on my laptop and since then Parallel Processing doesn't seem to work in FME. I tried both FME2017.1 (64-bit b17539) and FME2018.0.0.3 (64-bit b18305), but that does not make a difference. Does anyone has a clue?

I am on 64-bit Windows 10 Pro for Workstations and the current version is 1803. My machine has an Intel i7-6700HQ processor.
