Get snapping tolerance of a Microstation file v.8

I am reading a Microstation v.8 des file from FME. The file contains lines and I am trying to generate polygons with AreaBuilder. Sometimes I can't generate the areas since the lines don't touch. I think it is a snapping problem.

 

 

How can I get the snapping tolerance defined in the Microstation v.8 file that I am reading in FME?
