Creating points from lat/long fields
Usually I would use arcmap to displayXY (to draw the points from the lat/long fields) and then publish to AGOL, Can I do this in FME ?

Yes, you can use the VertexCreator to create points out of no-geometry data with attributes holding x, y (and z) coordinate values, then write out to AGOL.
