Using PointOnAreaOverlayer, I would like to know how to extract polygon IDs and assign them to corresponding points that are within each polygon.

Under Attribute Accumulation enable Merge Attributes. All attributes from the polygons will be copied to the points that are within that polygon.
If you have overlapping polygons, enable Generate List On Output 'Point', and enter the appropriate settings.
