The Stamen map works fine on my Mac, also build 17539. On my Windows machine it seems to take an awful long time trying to determine the coordinate system of the background map (even when there's no data loaded in DI yet), but I'm also running a big raster mosaicking job at the same time so that might mess things up. I'll try again when that's done.
It seems that the error will occur when Python 2.7 is used as the default interpreter. After changing the "Preferred Python Interpreter" to 3.5+ in the FME Options from Workbench, then I was able to set a background map.
Hi @takashi, @redgeographics and @david_r. Does the issue still occur in 2017.1.1? 2017.1.1 is available here. There is a known issue which has been resolved in 2017.1.1, noted in the Workarounds to known issues in FME 2017.x article and it may be related. Thanks.
