FME and ArcGIS 10.5 - Why can't I add a File Geodatabase?

I've upgraded to ArcGIS 10.5 and now I am no longer able to a File Geodatabase ArcObjects Reader or Writer to my workspace.

An error message tells me that FME is unable to check out a license. There are enough licenses.

FME version 2016.1.3 and higher is required when working with ArcGIS 10.5.
