ArcGIS Feature Service Reader/Writer: add true curve support

Make FME a supported true curve client, thus enabling better support for ESRI Utility Network.

ESRI ArcGIS Portal Feature Services have a configuration setting to allow true curve updates by true curve clients only - this needs to be on/live to support features and analysis in Utility Network.

FME Feature Service writer is not a supported client, so updates to curves fail/are not permitted - limiting FMEs capability to support UN.
