It seems that XYZ Tiles cannot be read by FME Desktop or be added as a background to the FME Data Inspector. URL example of such service: https://tile.openstreetmap.org/{z}/{x}/{y}.png
The url works fine in QGIS:

This is a basic requirement to make the map view more useful, surely? The merits of displaying a Stamen map in preference to an XYZ tile from OpenStreetMap is debatable. Almost every government source could be displayed if access to XYZ or MapServer URLs was enabled.

I aggree, this is for sure one of the most lack of fme in terms of format...
I mean XYZ tiles are almost everywere over the web
