+1. Can't be that hard since MapQuest WMTS is already supported as background layer.

I'm pleased to announce Data Inspector now supports OGC web map tile services (WMTS) background maps in FME 2021.0!

For people stuck using older versions of FME, one can install geoserver, which has the possibility to act as a proxy to WMTS services. I tested it with the dutch PDOK site (serves WMTS for e.g. mapping backgrounds). After installing geoserver locally, I created a Geoserver workspace to which I added the PDOK WMTS source. After that one can add a geoserver layer, selecting the WMTS source Layer and publish it. Geoserver will serve the WMS requests by cascading them to the WMTS server and returning the WMS images to the original requestor. It's not terribly fast, but it works, which is nice in the world of increasingly scarce public free-to-use mapping backgrounds.
