FME Flow 2023.2.2 writing fails for "Esri Geodatabase (File Geodb)"

I am encountering the error below, but I am unsure of the cause of this issue.

We have installed FME Form & Flow 2023.2.2 and ArcGIS Pro (version 32_188049) on the server PC.

2024-12-1 14:14:22 | Unable to perform any licensing related tasks. Please check your Esri ArcGIS Compatibility workspace parameter, found in Navigator -> Workspace Parameters -> Translation. This 64-bit version of FME requires ArcGIS Desktop along with 64-bit Background Geoprocessing; ArcGIS Pro; or ArcGIS Enterprise. Refer to this this article http://fme.ly/qua for more details

The error is stating that the FME Machine could not obtain an ESRI ArcGIS licence during the attempted write, or it could not find a valid version of ArcGIS compatible with FME.  I would first follow the suggestion the Log gives to read the help article and follow its configuration steps and guides:

Note: FME Flow requires that ArcGIS Enterprise or ArcGIS Server software be installed. While it is technically possible for FME Flow to use ArcGIS Pro, we have been informed by Esri Inc. that the use of ArcGIS Desktop or ArcGIS Pro in a server context violates Esri's license terms. See this article for more information.
