I have an oracle .dmp file from FRAMME data and I have no way of reading the data. Can anyone help me with this?

FME can't read the .dmp file -- you'll have to restore it into an Oracle instance. I have no experience with this but one way is to use Amazon's RDS https://aws.amazon.com/rds/oracle/, or Oracle cloud, or...
