The behavior of File Copy writer reported in this question seems to be a defect of the current version of FME.

filecopy writer creating empty folder in same location as fmw workspace

Hi @takashi, I confirmed this in 2017.1.2 as well as 2018 Build 18257. There is already a PR open so I've added the question to it. PR78234
