can one use a template file in feature writer with excel as output format?

my question is if one can use a template file in feature writer with excel as output format

Depends on the format you're writing to. If a template file is supported in the "regular" writer of that particular format, then it should be supported in the FeatureWriter as well.

It is to Excel...and I can't see there is an option.

You have to set Overwrite Existing File to Yes

You will see the option if you change Overwrite Existing File to Yes
