What is the process to upgrade FME Server to 2017
Looks like it is asking to uninstall the old install. Will that remove all the current data and processes?

Basically:
- Backup of existing instance using FME Server GUI
- Uninstall old
- Install new
- Restore backup

In my experience the process described by @david_r works fine.
The only issue might be, that you have to re-create all users if you are using Active Directory for security.
