Hi, we're moving our web services to Tomcat on a different host (don't ask). In the documentation. When do I Edit the services within the web interface?

We are using Tomcat, installed by itself, on the FME server on port 80. DB server is a separate Oracle Server. I need to move the web service to Tomcat on a different server, to port 80. In the documentation, it says to 1) modify the web server url in fmeserverconfig.txt, then 2) edit the services in the web interface.  I assume step 2 should be a step 3, and step 2 would be to start up Tomcat, Core, Server, DB, on the servers, allowing the war files to build, correct? Thanks for any help.
